Residential STRs banned in residential zones by city code
Moab Municipal Code section 17.09.700 prohibits residential short-term rentals in residential zones and in any zone where the use is not expressly permitted, with narrow exceptions for qualifying accommodations, bed-and-breakfasts, and guest apartments. Code Compliance treats residential STRs as an enforcement priority, and a business license does not override the zoning ban. An investor buying a whole home in a residential zone has no legal path to Airbnb it.

What could change this verdict
Hosted stays face the same residential-zone ban
The zoning ban covers stays of 30 days or fewer regardless of whether the owner is present. A qualifying bed-and-breakfast may be the only hosted path, and it has its own requirements.
